Do the Radar EV frames use the same lens as the standard Radar?

Sadly, no. I was hoping they would, but then I saw that the main change to the model was in the upper peripheral vision. EV stands for extended vision, and the lens shape that started on the Tombstone, was applied to this and the Jawbreaker, where the area above the brow is extended so you can look downwards and still not see any frame. The Radar had kept the same 'M' curve that existed since the Mumbo.

IS it me or does the Radar EV look like the Jawbreaker without the Jaw?

Pretty much. Many times similar design cues are applied to several models. You can almost track a slow morphing of the frames over the year by seeing which elements were borrowed from an earlier model.
