"The U.S. Postal Service was electronically notified by the shipper on February 19, 2008 to expect your package for mailing. This does not indicate receipt by the USPS or the actual mailing date. Delivery status information will be provided if / when available. Information, if available, is updated every evening. Please check again later."

not necessarily. What usually happens with EMS is you get that message until it hits customs or your door. If you want actual tracking, you need to use global guaranteed (basically fedex through usps) and they will give you a better detail...

Just means they bought the postage and you got an e-receipt. They may not get around to mailing the package for a short while.

I've had that occur a couple times. I expect that you'll get an "acceptance" message on the tracking within a day or two. Your package will be shipped regularly after that, and your tracking will detail its movement as usual. I don't know what causes that 1-week delay where nothing happens, but it does happen.

Hacked account maybe, or someone just racking up a lot of good feedback and then taking advantage of a ton of people at once.

I think you may have been scammed. That notification proves nothing other than the seller has told USPS he will ship something soon.

The good news is that Paypal do not accept such notification as proof of delivery so you will get a refund.

If he still has a balance in his account. With a ton of other people all presumedly soon doing the same thing, there may not be much left.

You will get a full refund but eventually and you may have to fight for it. I had one seller (an o-review member at the time) try to rip me off for a couple of hundred dollars. I PMed him to say that if the watch hadn't turned up by a certain date, I'd have to open a paypal dispute and make a claim. He promptly emptied his paypal account and removed the link to his bank account, so when paypal found in my favour, there was no money to recover. When paypal told me they would give nothing back, I went to my credit card company and they eventually gave me a refund. I don't know if they got the money back from paypal.

Another time I bought an iphone. The seller sold 68 iphones in 72 hours after I'd bought mine and was then deregistered by ebay. He tried the same scam of providing USPS shipping notification instead of proof of postage. After a few weeks paypal refunded all my money.

The thing to remember with ebay and paypal is to always use a credit card to pay. If you do that, in an absolute worst case scenario you can just refuse to pay the credit card bill and tell the credit card company you'll either pay them when they present to you legally correct authorisation for the transaction or see them in court. Seeing as payment orders legally require a signature and there is no signature on internet transactions, the credit card company will always back down.

Not totally bad information ... but I would advise against the "don't pay your credit card company". You can certainly dispute the paypal charge, and more than likely will be credit from there. But simply refusing to pay your credit card will start negatively affecting your credit score and rating.

Perhaps I could have phrased that better. Of course you should pay the credit card bill but do refuse to pay the amount you've been scammed of and write to them telling them that you will pay this amount as soon as you are legally required to. In the same letter tell them how horrifed you are that your legal rights are being trampled over and request them to cancel your card immediately. Also inform them that their actions have made you feel that you need professional assistance and so all further letters will be from your lawyer and that you will be applying to the court which they plan to take you to for reimbursement of your reasonable lawyer's fees. They will then (or at least both companies I've had to write to did) write back and apologise for the badly worded letter they sent you and politely ask you to remain their customer. If they do screw with your credit rating over a disputed fraudulent billing and have no court decision to support their action, you can not only demand they restore your credit rating but also charge them for the reasonable costs you incurred in having your rating restored.

PS Guess who used to work for a credit card company....
